The Mineral Point City Council Tuesday night chose Rule Construction of Dodgeville, which had the low bid, for construction work this summer on Commerce and South streets.
The cost of $1,970,875 includes sanitary and storm sewer, water main and street construction, as well as sidewalk replacement on Vine Street. The bid came in 2.5 percent below estimates.
The city was awarded financing from a Wisconsin Department of Natural Resources (DNR) safe drinking water loan and clean water fund for the project. The council hired Delta 3 Engineering of Platteville to administer the grant at a cost of $30,000.
A public information meeting on the project will be scheduled.
The council also awarded a $35,000 contract to Town and Country Engineering of Madison for a wastewater treatment facilities plan that is required by the DNR.
The council approved applying again for a DNR matching grant for Soldiers Memorial Park parking lot and tennis court reconstruction.
The project is scaled back from the previous application, and will include reconstruction of one tennis court, two pickleball courts, storm sewer work, milling existing pavement and regrading the 50-year-old parking lot. Last year, the city scored 16 points on the application, and projects that scored 18 or higher were funded. Grants will be awarded in September, but funds won’t be released until spring.
Cost is estimated at $714,000. The Iowa County Tennis and Pickleball Association will contribute $100,000 toward the project.
The council also voted to issue $2,260,000 in general obligation promissory notes for work on water projects ($335,000); sewer projects ($340,000); and work on the second tax incremental finance district at the new subdivision ($1,585,000).
In the public communication part of the meeting, Kelly Blotz of Cow Tippers Pub & Eatery asked if there is a city policy on food trucks.
"I think there should be a permitting process or something," Blotz said. "I’m just asking a question. Maybe there should be some kind of guidance."
